Cotton carders are still used today and they are meant to separate extraneous material, such as foliage or cotton burrs, from the valuable cotton fiber. The cotton is then spun into thread and woven into fabric. This card has metal teeth that push through the pad and is marked "The Only Genuine Old Whittemore Patent Improved No. 10 Cotton."
